CDM Smith currently has an exciting opportunity for an experienced Senior Subcontracts Administrator to join our global team. This position will support our growing U.S. Federal business with a focus on our domestic projects.

We are open to this position having: in the office, hybrid, or remote work location options in the domestic United States.

As a member of this team, you will contribute to CDM Smith’s mission by:

• Providing life-cycle subcontract administration support ensuring compliance with policies and procedures, price, schedule, invoice reviews and approvals, legal and performance requirements with limited supervision.

• Applying principles of the FAR/DFARs and other Government Acquisition regulations to the management of subcontract agreements between CDM Smith and subcontractors.

• Managing the post-award subcontracting process to include soliciting, negotiating, executing, and maintaining services-based subcontract agreements and requisite cradle-to-grave electronic file documentation.

• Supporting the pre-award procurement process from a services-subcontracting perspective to include RFPs/RFQs and IFBs to contracts and project teams

• Receiving subcontractor’s responses to IFB/RFQ/RFP, negotiating price, conducting price analyses to ensure price realism and reasonableness, and negotiation memorandums.

• Use knowledge and experience of subcontract administration and acquisition to provide direction and guidance to program managers and other team members.

Minimum Qualifications:

• Bachelor's degree.

• 4 years of related experience.

• Domestic and/or international travel may be required. The frequency of travel is contingent on specific duties, responsibilities, and the essential functions of the position, which may vary depending on workload and project demands.

• Equivalent additional directly related experience will be considered in lieu of a degree.

Preferred Qualifications:

• Knowledge of CPRS requirements.

• 4+ years related services-based subcontracts or procurement experience in federal government contracting.

• Experience with Oracle and SharePoint.

• Familiarity with Small Business Reporting and ESRS.

• Knowledge of USAID/International subcontracts.

• NCMA certification.

• Knowledge of relevant laws, regulations, terms, conditions, and policies governing assigned contracts including FAR and Agency Supplements.

• Experience with the interpretation and application of federal regulations and agency regulations.

• Knowledge of IDIQ, FFP, CP, and T&M subcontracts.

• Excellent written, verbal, and interpersonal communication skills.

• Strong analytical, problem-solving, organizational, and negotiation skills.

• Proficiency in MS Office Applications (Word, Excel, PowerPoint, Outlook).

• Must be organized, detail oriented and demonstrate strong time management skills and be able to coordinate and prioritize multiple projects with limited supervision in a fast paced, dynamic environment.

Background Check and Drug Testing Information:

Additional Compensation:

All bonuses at CDM Smith are discretionary and may or may not apply to this position.
